Liquid Sulfur Dioxide

The City of Waco is seeking a contractor to furnish and deliver liquid sulfur dioxide in one-ton containers to its Central Wastewater Treatment Plant under a solicitation issued on July 30, 2026, with responses due by August 20, 2026. The contract requires the vendor to provide all necessary materials, equipment, labor, transportation, and services to ensure timely delivery and exchange of containers, including unloading, handling, safety compliance, and documentation. Deliveries must adhere to ANSI/AWWA B512 standards and DOT regulations, with product purity mandated at 99.9% by weight. The contractor must maintain delivery units in clean, safe, and serviceable condition, performing all corrosion control, inspections, hydrostatic testing, and requalification at their own expense. Each shipment must be accompanied by a signed Certificate of Analysis with traceability numbers and meet strict labeling and marking requirements, including the vendor’s information, City purchase order number, and container count. Delivery is FOB destination at 1147 Treatment Plant Road, Waco, TX 76706, with title and risk transferring only upon acceptance by the City. The contract has an initial one-year term beginning October 1, 2026, and may be renewed for up to five additional years contingent on performance and funding. Quarterly price adjustments are permitted based on the BLS Producer Price Index for Water Treating Compounds, with no guaranteed minimum purchase volume, though an estimated annual need of 123 net tons is provided. Pricing must be quoted F.O.B. destination and include all associated costs. Contractors must be capable of routine deliveries within three business days and emergency deliveries within 24 hours, maintaining a 24-hour contact for incident response and submitting a supply continuity plan. Vendors are required to submit multiple certifications including the City’s General Terms and Conditions, W-9, EFT, SBE Affidavit, Drug-Free Workplace, ADA and EEO compliance, and House Bill 89 forms affirming non-participation in the boycott of Israel. All bids must include completed forms from Appendix C such as Bidder Certification of Non-Collusion, Conflict of Interest Questionnaire, and Cybersecurity Compliance Statement.
