LITENING Targeting POD Operational Flight Program (OFP) Pre-Solicitation Synopsis THIS IS A SYNOPSIS (NOTICE OF INTENT) FOR A SOLE SOURCE ACQUISITION AS REQUIRED BY FAR PART 5.2. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). This is a pre-solicitation synopsis in accordance with FAR 5.201. The Contracting Officer has determined that the circumstances of this contract action deem only one sources is reasonably available in accordance with FAR 6.302-1. This requirement is considered noncommercial in nature and any resultant contract will be awarded in accordance with FAR 15. The AFLCMC/WWM Contracting Office intents to award a sole source Cost Plus Fixed Fee contract to Northrup Grumman. The contractor will prepare and deliver software updates to the LITENING Computer Software Configuration Items (CSCIs) and possible firmware and minor hardware changes needed to be accomplished to integrate with the software performance features and capabilities in F-16 OFP SCU OFP updates. This is a supply contract. This is a follow on contract to the LITENING Targeting Pod IDIQ 1, FA8232-13-C-0017, contract that is in place with Northrup Grumman Corporation (NGC). This will establish a Litening Targeting POD Operation Flight Program (OFP) Sole Source 5 year IDIQ for the Combat Air Force (CAF) Litening Targeting Pod (TGP) OFP to support integration with the F-16 Pre-Block 30/32 (SCU). The solicitation for this requirement will be issued to Northrup Grumman as a Request for Proposal (RFP) with a North American Industry Classification System (NAICS) code of 541511 with a size standard of $25.5. Any firm that believes it can meet the specifications above may give written notice to the point of contact below no later than 08 Sept 2017. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
