Introduction: This is a notice for Industry Day to be held on December 18, 2024, between 8:00am - 9:00am Pacific Time (PT) with individual breakout sessions (TBD see below) virtually via Webex. This notice is issued by the United States Army Corps of Engineers (USACE), Walla Walla District, for the Little Goose Spare Transformers for Lower Snake River (LSR) Plants Project. This notice does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract. Furthermore, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with Industry Day attendance or otherwise responding to this notice. Background and Description The purpose of the project is to procure spare single-phase generator step-up transformers for use at the LSR powerhouses (Little Goose Lock and Dam, Lower Granite Lock and Dam, and Lower Monumental Lock and Dam). These transformers will be in long term storage at Little Goose Dam until needed to replace an existing transformer. Installation of these transformers will be under a separate contract. The anticipated tasks for this project include but are not limited to the following: Design, fabricate, test, deliver, off-load, assemble, test, and inspect two 164/218.666MVA, 500kV Y/288.684kV to 13.2kV ONAN/ONAF single-phase transformer, designated T1 to the Little Goose Dam. Design, fabricate, test, deliver, off-load, assemble, test, and inspect one 82/109.334MVA, 500kV Y/288.684kV to 13.2kV ONAN/ONAF single-phase transformer, designated T2, to the Little Goose Dam. The new T1 transformers must be designed to replace any of the existing T1 transformers located at any of the LSR powerhouses, with minimum modifications to existing equipment during installation. The new T2 transformer must be designed to replace any of the existing T2 transformers located at any of the LSR powerhouses, with minimum modifications to existing equipment during installation. The existing transformers are shell-form transformer designs. A shell-form or a core-form design is acceptable as long as the transformers meet the critical dimensions and requirements specified. The existing transformers have an inert-gas oil preservation system, and transformer designs that utilize an inert-gas oil preservation system are preferred. A constant oil pressure system is an acceptable alternative; however, the design must ensure the transformer components maintain a minimum of 105 clearance from the overhead 500kV conductors per IEEE standard 1427. Factory acceptance testing in accordance with IEEE C57.12.00 and the specified requirements. Provide transformer movement plan(s) to transport the transformers from the factory to the designated long term storage area. Delivery to the Little Goose Project Storage Yard. This activity includes but is not limited to hauling, off-loading and placement in the long-term storage area, site assembly, oil-filling, field testing, and provisions for long term storage, with all work witnessed by the manufacturer's Erecting Engineer. The purpose of Industry Day is to determine whether there are interested and qualified firms to provide the spare transformers described above, to answer questions/concerns, and allow the Government to obtain specific feedback from your company's representative.
