LMWWTP High-Rate Treatment Facility Progressive Design Build

The City of Cincinnati, acting for the Metropolitan Sewer District of Greater Cincinnati, is soliciting Statements of Qualifications for the Little Miami Wastewater Treatment Plant High-Rate Treatment Facility project. This Progressive Design-Build effort is estimated at 300 million dollars and aims to add 115 mgd of wet-weather treatment capacity and upgrade pump stations to reach a 215 mgd target. The scope is divided into two phases: Phase 1 focuses on design and preconstruction services, with an estimated notice to proceed in June 2027, while Phase 2 covers construction and acceptance testing, with substantial completion scheduled for December 31, 2034. Key technical requirements include the implementation of cloth media filtration and 100-year flood protection for the facility. The procurement follows a two-step Best Value process where the City will short-list approximately three qualified respondents to receive a Request for Proposals.
