Full Description

SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS 1. In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the timber sale contract and appraisal review listed on AG-9JNE-C-13-0010 is available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available. 2. This acquisition is restricted to the following source: Company: Phil Sitze Company Point of Contact and Phone Number: Phil Sitze +1 (555) 000-0000 3. The 2013 timber sale contract and appraisal review service is estimated to cost $30,169 and is required to be performed by July 15, 2013 Contractor shall conduct a pre-advertisement review of at least five post wildfire timber sale and stewardship contract packages and appraisals. Package review shall include but is not limited to; a complete review of TEA appraisal, sample contract, C-provisions, prospectus, bid form and sale area maps and to provide guidance and documentation regarding any identified deficiencies in the proposed projects on or before July 15, 2013. 4. Previous wildfires on the Lassen National Forest have left time sensitive projects needed to capture the economic value of the burned timber before it deteriorates and before competing vegetation captures these damaged sites. Work to be performed is time sensitive and does not allow an adequate period to train either a new employee or contractor on all aspects of the program and its requirements. Phil Sitze is uniquely qualified to provide review, and technical guidance because of his journey level experience on the Lassen National Forest as a Timber Sale Contract and Appraisal Specialist. His intimate knowledge of the land and resource characteristics, infrastructure, and transportation systems on the Lassen National Forest in addition to his knowledge of the internal Forest Service requirements and regulations related to the development of these projects make him the only source that can adequately perform this work at the speed and standard required. The contractor shall be able to work independently and have access to Government property and files. In addition, contractor shall possess knowledge of Forest Service systems and internal workings. and have knowledge of all Forest Service safety regulations and be able to comply while conducting field surveys.
