The Federal Bureau of Prisons issued a pre-solicitation notice for a Locksmith Training contract intended to cover a one-year base period starting October 1, 2015, with four additional one-year option periods extending through September 30, 2020. The contract was designed as a firm fixed price, indefinite delivery-requirements type, with estimated training courses decreasing from five in the base year to two per option year. It was set aside exclusively for small businesses under NAICS code 611699, which pertains to all other schools and instruction, with a small business size standard of $11 million in annual receipts. Qualified offerors were required to submit quotations and provide all items related to the locksmith training. The solicitation was to be issued and managed through the General Services Administration's Federal Business Opportunities website, with no hard copies available, and all updates and amendments communicated through that channel. However, as of August 3, 2015, this pre-solicitation notice was canceled, indicating that the requirement would be re-issued under a new solicitation number in the future. The initial solicitation process was coordinated by Donna K. Grube, Contracting Officer for the Bureau of Prisons, with the work performance location specified as Aurora, Colorado. This contract reflected the agency’s intent to support small business participation in government contracts and encourage faith-based and community-based organizations to bid on eligible acquisitions. The estimated closing date prior to cancellation was July 20, 2015, but interested parties were advised to monitor the official federal business opportunities portal for further updates.

This firm fixed price grant is available to MDH-accredited training programs that are either local or state government agencies, public colleges, state universities, or 501(c)(3) nonprofit social organizations. Awardees must maintain an operational office within Maryland and are required to recruit and train at least five Maryland-based CHWs per organization at no cost to the students.
