Full Description
This Request for Information (RFI) is issued by the Utah Transit Authority (UTA) to obtain information from qualified rail vehicle system integrators, audio/video system integrators, audio/video installers, and engineering firms regarding the design, incorporation, and installation of locomotive digital audio/video recording systems on UTA's MP36PH-3C locomotives and Bombardier Bi-Level Cab Cars commuter rail fleet. The purpose of integration and installment of an LDVR system installed on the Utah Transit Authority (UTA) commuter rail vehicles is to meet/exceed the requirements set forth by the Federal Rail Administration (FRA) under §229.136 Locomotive image and audio recording devices. These regulations are to go into effect on October 12, 2027. Compliance with all FRA, EN 50155, NFPA 130 regulations will be required throughout the proposed LDVR system integration and installation.
UTA operates twenty-two (22) Bombardier Bi-Level commuter rail cab car vehicles consisting of 233-Series and 246-Series cab cars along with eighteen (18) MP36PH-3C locomotives. [BO1.1][RJ1.2]The existing audio/video systems do not fully comply with upcoming regulatory requirements due to missing components, functionality, and concerns regarding system reliability. The prop[BO2.1][RJ2.2]osed LDVR project will require completion prior to the FRA compliance deadline of October 12, 2027.
UTA is evaluating design and installment solutions for replacement and upgrades to the current LDVR system that meet FRA requirements. While UTA is particularly interested in an LDVR system that can be added to for further expansion, respondents are encouraged to identify alternative architectures, including modular products, localized solutions or other commercially proven technologies, that may provide equal or greater benefits in reliability, maintainability, diagnostics capability, lifecycle supportability, passenger safety, and operational performance.
UTA seeks industry feedback regarding available technologies, lifecycle support strategies, installation, and lessons learned from similar passenger rail LDVR programs. Respondents are encouraged to recommend solutions they believe represent the best long-term value and reliability for the fleet. Information received may be used in development of a future Request for Proposal (RFP). The purpose of this RFI is to: obtain information, comments, or suggestions from potential vendors before issuing an invitation for bids or request for proposals; determine whether to issue an invitation for bids or a request for proposals; and generate interest in a potential invitation for bids or a request for proposals. Vendors should not contact the State regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period.
This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A procurement unit is required to use a standard procurement process, or comply with an exception to the requirement to use a standard procurement process described in Part 8, Exceptions to Procurement Requirements, in order to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305.
