The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Locution Systems, Inc. for the upgrade of the Locution Tier IV Emergency Dispatching Module for the Fire Emergency Services Flight, 4th Civil Engineer Squadron (4 CES), Seymour Johnson AFB. Locution Systems, Inc. is the manufacturer and they have propietary rights to all data, specifications, and components. APPLICABILITY OF AUTHORITY: Request to award this requirement under other than Full and Open Competition due to required item being manufactured by Locution Systems, Inc. only. Locution Systems, Inc. has proprietary rights to all data, specifications, and components. Locution maintains exclusive rights and does not authorize any other firms to install, upgrade or repair their Emergency Dispatching Module. The 4th Civil Engineer Squadron currently maintains two Locution Tier III Emergency Dispatching Modules which need to be upgraded to Tier IV in order to meet NFPA requirements for emergency services notification and response. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 24 Sep 08 at 4:00 P.M.
