The Space and Naval Warfare Systems Command (SPAWAR), under the Program Executive Office for Command, Control, Communications, Computers, Intelligence (PEO-C4I), plans to extend a sole source Cost Plus Award Fee contract (N00039-07-D-0013) with Northrop Grumman Mission Systems' Command Control Systems Division to continue support for the Global Command and Control System-Maritime (GCCS-M). This extension is intended to provide uninterrupted fleet support, training, and project management services for approximately 1.5 months while pre-award activities are completed for a competitive task order solicitation (N00024-08-R-3240). Northrop Grumman is deemed the only capable source for these ongoing critical services until the competitive award is finalized. The contract extension is justified under the authority allowing other than full and open competition, citing the necessity for a single, responsible source to meet operational needs without disruption. The effort is classified under NAICS code 541511, with the extension anticipated to be awarded by October 6, 2008. Although this notice is not a request for proposals, the government is progressing toward competition under the designated solicitation. Questions about the award process can be directed to designated contacts within the Naval Information Warfare Systems organization. The overarching goal is to ensure seamless continuation of vital command and control capabilities to support fleet operations during the transition to a competitively awarded contract.
