This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in La Jolla, California on a sole source basis with Agencias Universales S.A. (AGUNSA) located in Punta Arenas, Chile. The government intends to acquire services for a sole source basis using FAR Part 6 and FAR Part 13, Simplified Acquisition Procedures. Proposed contract will accomplish the following task: This procurement is for port logistical services in Punta Arenas, Chile, an extremely remote part of the world, in support of the US Antarctic Marine Living Resources (AMLR) program field party. Contractor shall provide shore based logistical services in Punta Arenas, Chile for the embarkation and disembarkation of, and support for, ship based surveys and personnel at two NOAA remote scientific research stations in the Antarctic. Secure storage must be provided within bonded embarkation pier. Services to include: Receipts, handling, transportation and storage of shipping containers; equipment maintenance and/or repair; provisioning of fuel, food, medical grade oxygen and supplies for field season; and additional support as needed. AGUNSA is the only service agent who has secured storage facilities currently available within the bonded customs area at the embarkation/debarkation pier. The North American Industry Classification System Code (NAICS) of this procurement is 488330. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately December 18, 2012 through September 30, 2013. It is the Government's belief that only Agencias Universales S.A. (AGUNSA) can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition with an estimated value of less than $150,000. All contractors doing business with this Acquisition Office must be registered in (SAM) System for Award Management at SAM.gov.
