The Air Force Space and Missile Systems Center, Space Superiority Directorate (SMC/SY) is using this Sources Sought Synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide maintenance, sustainment, and upgrade services for the Logistics Information and Operation Network System (LIONS). The results of this market research will significantly contribute to determining the method of procurement. The applicable North American Industry Classification System Code (NAICS) assigned to this procurement is 518210, Data Processing, Hosting, and Related Services, with a size standard of $32.5M. THERE IS NO SOLICITATION AT THIS TIME This request for capability information does not constitute a request for proposal; submission of any information in response to this sources sought synopsis is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The LIONS is the Maintenance Data Collection (MDC) system in support of SMC Space Superiority Special Access Program (SAP)/Special Access Required (SAR) programs. These services are currently being provided under contract #FA8819-11-C-0002 by Dynamic Research Corporation (DRC) (now Engility Holdings, Inc.), 2 Technology Drive, Andover, MA 01810-2434. The period of performance under the current contract is approximately five (5) years with a total estimated contract value of $6.5M. The follow-on contract is expected to consist of a one (1) year base period with four (4) one (1) year option periods. The Government anticipates awarding the follow-on effort in 3QTR FY16. SMC/SY desires to contract for the maintenance, sustainment, and upgrade of the LIONS. The LIONS is a web-based MDC system that is compliant with Technical Order O 00-20-2, Maintenance Data Documentation, and has multiple levels of security from Secret/Collateral, up to and including, Top Secret (TS)/Special Compartmented Information (SCI) Special Access Program/Special Access Required (SAP/SAR). It is fully accredited to run over the Secure Global Network (SGN) and Secure Internet Protocol Router Network (SIPRNET) platforms. This capability must continue to be accessible at multiple geographically separated sites to provide the aforementioned functionality in support of operational systems within the SMC/SY portfolio. The LIONS tool provides the warfighter a vehicle for collecting, storing, and retrieving base-level, depot-level, and contractor-type maintenance data. It includes functions such as, but not limited to: data/reports, populating forms regarding equipment management and tracking, equipment status reporting, configuration management, change requests, stock control reporting, preventative maintenance inspection (PMI) tracking, unique identifier (UID) tracking, user access administration, and help desk support. Contractors must provide their own SCI facility (SCIF) to perform the sustainment workload, consisting of hardware and software maintenance and have access to an SGN/SIPRNET Node within their workspace. The Government will not fund the construction of new, or modifications to, existing facilities as part of the follow-on effort. Additionally, the Government will not fund the purchase or accreditation of a new SGN/SIPRNET node. Contractor personnel assigned to work under the contract must hold a Top Secret/Single Scope Background Investigation (TS/SSBI), with a current background investigation, with Director of Central Intelligence Directive (DCID) 6/4 eligibility and briefed Sensitive Compartmented Information (SCI). If working other contracts within the contractor-hosted facility, a Concept of Operations (CONOPS) must be provided to the SY/SYS Security Office for approval, identifying how the contractor will process, store, and segregate the data derived under the LIONS contract, along with the hardware and personnel utilized in performance of the LIONS effort, from other contract work in the facility. This CONOPS information is not required at this time, but will be required if a solicitation is released at a later date. Interested parties are invited to submit a Statement of Capability (SOC) demonstrating they have the potential capacity, facilities, clearances, and expertise to perform the work described within this announcement. A response to this Sources Sought Synopsis is due no later than Monday, 18 Jan 2016, 1:00 PM Pacific Standard Time (PST). All responses under this Sources Sought Synopsis must be made in writing and emailed to Capt Rheesa Paluay at rheesa.paluay@us.af.mil; an email confirming receipt will be sent. Interested parties may ask questions in writing by contacting Capt Paluay via email no later than Wednesday, 6 Jan 2016, 1:00 PM Pacific Standard Time (PST), although the Government is not required to respond. The SOC must address the following: 1) Organization name, mailing address, email address, website address, telephone number, CAGE code, and DUNS number. 2) Description of the facilities, personnel, and equipment intended for use in support of this effort. Include evidence of existing, or the capability to obtain, security clearances for both personnel and facilities (to include the SCIF Identification Number and the Government agency that certified the SCIF) prior to 16 Jul 2016. The SOC must clearly address the understanding that: a. Contractors must provide their own SCI facility (SCIF) with at least 1560 square feet solely dedicated to perform the LIONS sustainment workload, consisting of hardware and software maintenance and, in addition, must have access to an SGN/SIPRNET Node within their workspace. b. The Government will not fund the construction of new, or modifications to, existing facilities as part of the follow-on effort. c. The Government will not fund the purchase or accreditation of a new SGN/SIPRNET node. 3) Provide a technical description of the experience and knowledge in the arena of MDC for space control related mission systems at the top-secret, secret, and unclassified level. 4) Clearly articulate your previous experience with classified web-based MDC tools/systems. Identify in what capacity the work was performed (prime, subcontractor, etc.). 5) Clearly articulate your previous experience in sustaining engineering, hardware and software maintenance, and system integration and test on MDC tools/systems. Include experience in upgrading the aforementioned tools/system to include a brief description of the upgrade and the associated technical challenges. Identify in what capacity the work was performed (Prime, Sub-contractor, etc.). 6) Explain your approach towards the risk management framework (RMF) accreditation process. Detail your experience in attaining and maintaining security accreditation for your tools/system at any/all security classification levels. Include corporate best practices and lessons learned that were derived from your experience in managing and executing your MDC program. 7) Tailored capability statements addressing the particulars of this effort with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 8) An Organizational Conflict of Interest (OCI) strategy to maintain an OCI-free environment. This should be included as an attachment to the SOC and will not count against the fifteen (15) page limit. 9) Clearly articulate your concept to transfer operations on a classified MDC without a break in service. For instance, indicate if you intend to procure servers/workstations or transfer the existing LIONS servers/workstation. Include any prior experiences of transferring classified equipment/data. 10) The Government is considering several different alternatives for acquiring this capability - source selection pursuant to FAR 15; delivery order on an existing Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, or a sole-source award to the incumbent contractor. Please describe any existing IDIQ or General Services Administration (GSA) contract vehicles, if applicable include: name of the contract, contract number, period of performance, and any other relevant parameters if the contract vehicle were used for the above described capability. Attachments The DRAFT Performance Work Statement (PWS) is provided as reference and is subject to change if a solicitation is released at a later date. Additional attachments to include a Technical Data Package and Software Documentation are available upon request.
