The Government's intent is to make a sole source award to Science Applications International Corps (SAIC). This requirement is for maintenance, sustainment, and upgrade services for the LIONS. LIONS is the Maintenance Data Collection (MDC) system which supports SSC's Enterprise Corps Special Program's Special Access Program (SAP)/Special Access Required (SAR) programs. SAIC is the original and the only responsible source that can deliver the required services. Award to any other source would result in unacceptable delays and duplication of costs; therefore, there are no viable options to obtaining competition for this procurement. This notice of proposed contract actions is not a request for competitive proposals. While this notice of intent is for informational purposes only and is not a request for competitive proposals, interested parties, to include small and small disadvantaged businesses, may identify their interest and technical capability, and submit information which shall be considered by the agency in accordance with FAR 6.302-1(d)(2). The Statement of Capability (SOC) shall not exceed ten one sided 8-inch by 11-inch pages in length, using fonts no smaller than 12 pitch, with page layout margins set to 1-inch both horizontally and vertically. Responses must be submitted via electronic mail as Microsoft Word or Adobe Acrobat file type attachments. The SOC and all related communications that contain proprietary information should be marked as such. Verbal responses will not be accepted. The Government will not recognize any costs associated with the submission of this SOC. Submit all responses to: SSC/ECZK Attn: Capt Valen Booker (valen.booker.1@spaceforce.mil), 483 N. Aviation Blvd, El Segundo, CA 90245-2808 and Capt Kileigh Smith, SSC/ECZK, kileigh.smith.1@spaceforce.mil. All interested parties must identify to the Contracting Officer their capability to satisfy the Government's requirement within 15 calendar days of the posting of this notice. Responses from small business and small, disadvantaged businesses are highly encouraged. The small business size standard for this requirement is $35M under NAICS Code 518210. Contractors interested in subcontracting opportunities should contact SAIC directly. An Ombudsman has been appointed to address concerns from interested parties. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman for SSC is Lt. Col. Michael Kennebrae, (310) 653-1786 or michael.kennebrae@spaceforce.mil. This notice expires 15 working days after publication.
