Medicare DDE acces

The County of San Mateo is seeking proposals under solicitation 66600-2526-256 to provide San Mateo Medical Center staff with access to the Medicare Fiscal Intermediary Shared System Direct Data Entry for the adjudication of Medicare Part A claims. The resulting five-year agreement will be awarded to the responsive proposer offering the best overall value, with evaluation based on project approach, firm qualifications, price, and team qualifications. Preferential scoring is available for local, small, or micro businesses and non-profits. Proposals must be submitted electronically via the OpenGov portal by October 30, 2026, and must include a separate fee proposal and a proposed project schedule. The selected contractor must maintain full access to the Medicare DDE and provide responses to the medical center within 24 hours of notice. Strict compliance is required regarding HIPAA Business Associate requirements, including the implementation of safeguards for electronic protected health information and reporting security incidents within three business days. Additional mandates include adherence to the San Mateo County Living Wage Ordinance, the Levine Act, and Section 504 of the Rehabilitation Act. Contractors must possess general liability insurance of at least 1 million dollars per occurrence and cyber liability coverage. All work products created under the contract are considered work-made-for-hire and remain the intellectual property of the County of San Mateo.
