The Defense Logistics Agency Distribution is issuing sole source modifications to existing delivery order SP3300-20-F-1300, awarded to Advantaged Solutions, Inc., for the Logistics Modernization Integration Support program. This action, conducted under FAR 6.302-1 and 10 U.S.C. 2304(c)(1), provides for additional software development to address design gaps in the Warehouse Execution System, specifically including Design Gap 27, and expanded Organizational Change Management support. The scope of work also encompasses physical facility modifications such as E-Stop relocation, catwalk support anchor repairs, schedule recovery for a revised go-live date, and the provision of cybersecurity documentation necessary for Authority to Operate requirements. Advantaged Solutions, Inc. is identified as the only responsible source capable of performing these requirements without creating unwarranted complexity or increasing costs associated with mobilizing multiple vendors. Because the contractor already has personnel and resources on site in New Cumberland, Pennsylvania, they are uniquely positioned to coordinate the installation and integration of these systems. This non-competitive action includes an increase in the contract ceiling price to accommodate the expanded scope of work and is not a solicitation for new proposals.

Full Description

In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates issuing modifications to existing EDC Modernization Delivery Order SP3300-20-F-1300 on a sole source basis to Advantaged Solutions, Inc. for additional software development due to design gaps, and additional OCM support. Advantage Solutions Inc. has a general contractor on site to make modifications to the facility, to include the requirements listed above. Awarding to another vendor would add unwarranted complexity to the integration of systems. Additional vendors would require them to mobilize multiple times at an increased cost. ASI is already contracted to perform the installation and integration requirements listed above, which need to be appropriately coordinated for the work to be performed. In accordance with FAR 6.302-1, Advantage Solutions, Inc. is the only responsible source capable of providing these requirements at this time. The J&A for the modifications are being posted as part of this notice. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
