Background Fermi Research Alliance, LLC (FRA) will provide facilities to enable a world-class program in neutrino physics that can measure fundamental physical parameters, explore physics beyond the Standard Model, and better elucidate the nature of matter and anti-matter. The Long-Baseline Neutrino Facility (LBNF) Project will involve building a new high intensity neutrino beam at the Fermi National Accelerator Laboratory (Fermilab) aimed at the Sanford Underground Research Facility (SURF), 1,300 km away, where the Deep Underground Neutrino Experiment (DUNE) international scientific community will build a neutrino detector. The LBNF/DUNE Project will be optimized for precision measurement of neutrino oscillations with the goal of searching for charge parity-violation in the neutrino sector, as well as make other precision oscillation measurements. The scope of the Far Site Conventional Facilities (FSCF) will be executed at SURF in Lead, SD. The scope is dominated by three large underground caverns that will be excavated at the 4850 Level of the SURF complex. Excavation of two detector caverns (each approx. 20m x 29m x 151m), a central utility chamber (approx. 20m x 12m x 191m), construction of associated access drifts, and ancillary spaces are referred to as the Excavation (EXC) scope. Outfitting of the underground spaces with electrical, mechanical, plumbing and fire/life safety systems is referred to as the Building and Site Infrastructure (BSI) scope. BSI scope also includes surface construction of a new cryogenic compressor building at the Ross Shaft site and associated surface infrastructure to support the building and underground spaces. The scope of work for various early preparation activities, both underground and on the surface, that are necessary to enable the start of major excavation for the FSCF is referred to as the Pre-Excavation scope and is currently underway. Scope of Services The work described in this RFP is to provide construction management services of the remaining Pre-Excavation activities and the EXC and BSI construction in Lead, SD. The FSCF Senior Construction Manager (SCM) organizationally reports to the LBNF Conventional Facilities (CF) Project Manager at Fermilab but is responsible to coordinate very closely with the LBNF FSCF Project Manager and team members. The SCM will directly oversee the management of the Construction Manager / General Contractor (CM/GC) responsible for the successful delivery of the Pre-Excavation, EXC, and BSI construction; the SCM will be the primary managerial point of contact for the CM/GC. The SCM will oversee and direct the FSCF Construction Coordinators, who are the field points of contact for the CM/GC. This position is based in Lead, South Dakota and requires temporary relocation. This position requires supporting on-going construction work that is occurring 24 hours a day, 7 days a week. Time management skills are required to cover work planning, hand-off, and weekly meetings. The ability to respond to questions and emergencies off-hours is a requirement. For further details, please refer to Attachment J-2 - Statement of Work in the RFP document.

Solicitation # 388000kmb
Fermi Forward Discovery Group, LLC is soliciting firm-fixed price proposals under RFP 388000kmb for the fabrication and delivery of hot-dipped galvanized carbon steel bar grating and associated saddle clips. These materials are required for the VD Cryostat Roof Decking as part of the LBNF/DUNE project. The scope includes various sizes of bar grating with bearing bars measuring 1.5 inches tall by 3/16 inches thick and 19-W-4 spacing, along with Type W44 and W10 saddle clips. Technical requirements specify a minimum live load of 100 PSF, a minimum concentrated load of 1000 LB, and a maximum deflection of 0.25 inches. Proposals must be submitted via email to Karen Berger by 5:00 PM CT on November 6, 2026. A complete submission package requires a proposal including lead times, a completed first page of the RFP, the Subcontractor Annual Representations and Certifications (SARC), and the PROC-FRM-466 Proposal Certifications. Award will be based on the Lowest Price Technically Acceptable (LPTA) selection process, with a strong emphasis on strict adherence to technical specifications and FFDG terms and conditions to avoid disqualification. Delivery is required FOB Destination to the Dakota Warehouse in Rapid City, South Dakota. All items must be bundled and packaged to comply with the Ross Shaft Load Envelopes and Shipping Expectation guidelines to ensure compatibility with warehouse handling capabilities. PIP-II Niobium Sheets, Rings, and Disks
Solicitation # 385634-DSF
Fermi National Accelerator Laboratory (FNAL), through the Fermi Forward Discovery Group, LLC, is soliciting firm-fixed price proposals for the manufacturing, testing, certification, and delivery of high-purity Niobium and Niobium-Alloy components. These materials, which include RRR300 Niobium sheets, Nb55Ti rings and disks, and forged Niobium rings, are critical for superconducting radio-frequency cavities used in the Proton Improvement Plan II (PIP-II) project. All deliverables must adhere to strict technical specifications, including a Residual Resistivity Ratio (RRR) value greater than 300 and compliance with ASTM B-391, B-393, and E-8/E-384 standards. Materials must be delivered FOB Destination to Batavia, Illinois, with specific requirements for non-abrasive packaging and permanent product inscription for traceability. Proposals are due by November 10, 2026, and must be submitted in two separate volumes: a technical proposal and a business/price proposal. Evaluation is based on a best-value trade-off where technical merit, quality assurance plans, and past experience are significantly more important than price. Offerors must provide a minimum of three relevant examples of similar work from the past five years and a detailed project schedule. Mandatory submissions include the SARC (PROC-FRM-100) and Proposal Certifications (PROC-FRM-466) forms. The contract incorporates various Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR) clauses, including strict prohibitions against racially discriminatory DEI activities under FAR 52.222-90 and compliance with the Buy American Act.
