Full Description

The National Institutes of Health (NIH), part of the U.S. Department of Health and Human Services (HHS), is the prime Federal agency for conducting and supporting medical research. It is comprised of 27 Institutes and Centers (ICs) through which it conducts research on a wide range of issues. The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability, from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of medical and health sciences information. NIH requires a vehicle to obtain other long-term administrative support services that are not inherently governmental. This acquisition is to obtain commercially provided administrative services on a long-term basis (i.e., from date of Task Order award through the performance period end date of the award) across all of the NIH ICs and Offices. This award notice provides notification that awards have been made for the subject solicitation. NOI - B2B Award entitled - Developing Red Cell-Sp
Solicitation # 75N98027Q00017
Solicitation 75N98027Q00017 is a combined synopsis and notice of intent for a non-competitive award by the National Institutes of Health (NIH) to Purdue University, specifically the Purdue Institute for Drug Discovery. The contract supports the Bench-to-Bedside study Developing Red Cell-Specific Spleen Tyrosine Kinase (SYK) Inhibitors for Treating Sickle Cell Disease. The scope of work for the Year 1 requirement involves the synthesis, scale-up, characterization, and optimization of lead SYK inhibitors S1115 and S1213, with a delivery requirement of approximately 3 to 5 grams of each compound along with supporting analytical and potency data. The award is justified as non-competitive because Purdue University possesses the project-specific knowledge and prior research experience necessary to avoid technical risk and duplication of effort. The acquisition is conducted under FAR 12.603 for commercial items and is not expected to exceed the simplified acquisition threshold. Research activities will be performed at Purdue University in West Lafayette, Indiana, with deliverables sent to the National Heart, Lung, and Blood Institute in Bethesda, Maryland. The associated NAICS code is 325411 for Medicinal and Botanical Manufacturing, and the requirement is not set aside for small businesses. Administrative requirements include active registration in the System for Award Management and the use of the Invoicing Processing Platform for three-way match payments. Responses were due by November 4, 2026, to the contracting specialist, Nicholas Capobianco.

Solicitation # 75N98026R00176
The National Institute of Biomedical Imaging and Bioengineering (NIBIB) has issued a Notice of Intent under solicitation 75N98026R00176 to award a non-competitive modification to IDIQ Contract No. 75N92022D00014. This modification intends to increase the contract ceiling for the Massachusetts General Hospital Consortia for Improving Medicine with Innovation and Technology (CIMIT) to support the Rapid Acceleration of Diagnostics (RADx-Tech) initiative. The initiative operates as an innovation funnel to accelerate the development, commercialization, and implementation of health technologies through a collaborative network consisting of a Coordination Center for operational oversight and workflows, a Commercialization Center for subject matter expert selection, and a Validation Center for technical and clinical verification. The government anticipates issuing the modification around December 2026. While this is a non-competitive intent, interested parties may submit capability statements via email to the contracting officer, Melanie Suarez, or contract specialist, Noelle Decenzo, by November 2, 2026. Submissions must reference the notice number and include details regarding employee count, professional qualifications of technical personnel, available facilities and equipment, and an outline of similar previous research projects.
