LOSV Guide

The Department of National Defence, through the Canadian Army Advanced Warfare Centre, is soliciting offers for civilian-led Light Over Snow Vehicle (LOSV) training to support the Military Ski Specialist and Advanced Mountain Operations courses. The contract period is scheduled from January 21, 2027, to February 27, 2027. The successful contractor must provide technical expertise, qualified guides, and mountain-type snowmobiles that are no older than five years. Mandatory requirements for guides include at least 10 years of backcountry snowmobiling experience and valid Avalanche Skills Training 1 certification. Additionally, the contractor must provide CSA-compliant safety helmets and ensure the training area is either privately owned or covered by a Land Use Agreement. Award will be based on the lowest evaluated price among compliant offers, with all pricing submitted in Canadian dollars on a Delivery Duty Paid basis. The scope includes providing guide services and safety equipment rentals for up to 28 users per day. Contractors are required to maintain a valid Agreement to Implement Employment Equity and adhere to environmentally preferable packaging standards, utilizing reusable, returnable, or recyclable materials. While the contractor provides technical expertise, military standards take precedence in the event of conflicting safety opinions, and military instructors retain overall responsibility for course conduct and content.
