Full Description

Elsym Consulting, Inc. will build a customized Lottery Internal Control System to independently process and capture all lottery transactions from the Gaming System and Instant Ticket System utilized by the Commission, to balance and ensure the integrity of transactions processed through third-party systems. The ICS, as delivered, shall be capable of handling up to one hundred sixty thousand (160,000) sales transactions per minute on a continuous basis. The ICS shall be flexible, able to grow, and customizable to the business needs and rules of the Commission. ICS configuration shall be capable of supporting the Commission’s lottery operations in real-time, 365 days per year (366 days per year in a leap year), twenty-four (24) hours per day. The ICS configuration shall consist of at least three (3) identical computer systems, including all new hardware and software. Ongoing maintenance and support of the system is required. Elsym meets the minimum qualifications listed below. The Bidder, at the time of its submission of a Proposal in response to this RFP, shall have two (2) or more current U.S. or Canadian clients to whom it supplies lottery internal control systems and related services. The Bidder must be an established firm with at least five (5) years demonstrated experience similar in scope to the work required under this RFP.
