The U.S. Air Force Metrology and Calibration (AFMETCAL) at Heath, Ohio, intends to award a sole-source Cost Plus Fixed Fee (CPFF) contract to Jung Research and Development Corp. (CAGE 3JES1) for the provision of Low Background Infrared Facility Services, based on the determination that JRAD is the only responsible source capable of fulfilling this highly specialized requirement without unacceptable delays, substantial cost duplication, or mission risk. The contract includes a one-year base period beginning July 1, 2026, and three optional periods—a one-year option, a three-month option, and a six-month option—governed by FAR 52.217-8, with the potential to extend performance through March 31, 2029, if all options are exercised. No guarantee exists that any option will be exercised, and the award is justified under FAR 6.302-1 due to JRAD’s unique status as the original design authority for the critical BXR, MDXR, and UXR systems, its irreplaceable expertise in cryogenic infrared radiometry, and its unmatched institutional memory and system integration capabilities. The primary place of performance is the NIST LBIR Facility in Gaithersburg, Maryland, with limited off-site work at approved locations including AEDC, JHU-APL, NGI, and RTX, all contingent on prior Government approval. The contractor must provide dedicated key personnel including two senior Ph.D.-level scientists (one at 1.0 FTE, one at 0.5 FTE), a senior scientist with a master’s degree, and a senior technician with extensive cryogenic and vacuum experience. All personnel must undergo Tier 1/NACI background investigations, obtain a NIST PIV card, and execute a NIST Guest Researcher Agreement. Compliance with ITAR, EAR, NIST SP 800-171 for CUI, and IL5 cybersecurity standards is mandatory, and all technical data and software developed under the contract will be delivered to the Government with unlimited rights under FAR 52.227-14. The contractor is responsible for maintaining operational availability of key infrared systems, performing NIST-traceable calibrations, generating monthly reports and weekly updates, and ensuring full adherence to manufacturer maintenance procedures and metrology standards. Submissions from other interested sources must be received electronically by May 15, 2026, and must

AFMETCAL at Heath OH intends to solicit and award a Sole Source Cost Plus Fixed Fee contract under FAR Part 15 Procedures for the purchase of Low Background Infrared Facility Services to Jung Research and Development Corp. (Cage 3JES1). Jung Research and Development Corp was the only company identified as capable of meeting this requirement without substantial duplication of cost that could not be expected to be recovered through competition. Further, there would be unacceptable delays in fulfilling its requirements to the MDA and its mission if another contractor other than JRAD was used. The Government envisions a Cost Plus Fixed Fee services contract with a basic year and 3 option CLINs (one-year base period, one-year option, one three month option, and one six-month option (FAR52.217-8)) and could extend through 31 March 2026 (if all options are exercised). There is no guarantee that an option will be exercised. The requirement is in accordance with the Statement of Work which is available for download at this site.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required items and services within fifteen (15) days of this publication. Interested parties should submit questions to Allen Kurella at allen.kurella@us.af.mil. Only electronic submissions will be reviewed.
