The contractor must provide dedicated key personnel including two senior Ph.D.-level scientists (one at 1.0 FTE, one at 0.5 FTE), a senior scientist with a master’s degree, and a senior technician with extensive cryogenic and vacuum experience. All personnel must undergo Tier 1/NACI background investigations, obtain a NIST PIV card, and execute a NIST Guest Researcher Agreement. Compliance with ITAR, EAR, NIST SP 800-171 for CUI, and IL5 cybersecurity standards is mandatory, and all technical data and software developed under the contract will be delivered to the Government with unlimited rights under FAR 52.227-14. Full Description
AFMETCAL at Heath OH intends to solicit and award a Sole Source Cost Plus Fixed Fee contract under FAR Part 15 Procedures for the purchase of Low Background Infrared Facility Services to Jung Research and Development Corp. (Cage 3JES1). Jung Research and Development Corp was the only company identified as capable of meeting this requirement without substantial duplication of cost that could not be expected to be recovered through competition. Further, there would be unacceptable delays in fulfilling its requirements to the MDA and its mission if another contractor other than JRAD was used. The Government envisions a Cost Plus Fixed Fee services contract with a basic year and 3 option CLINs (one-year base period, one-year option, one three month option, and one six-month option (FAR52.217-8)) and could extend through 31 March 2026 (if all options are exercised). There is no guarantee that an option will be exercised. The requirement is in accordance with the Statement of Work which is available for download at this site.
