The Naval Air Systems Command plans to award a firm fixed-price contract to Cobham Advanced Electronic Solutions, Inc. for modifying the Vertical Polarized (VPoL) Antenna Assembly of the AN/ALQ-99 Low Band Transmitter (LBT). This modification involves implementing an engineering change developed under a previous contract to enhance the performance and reliability of the specialized VPoL Antenna System. The contract will cover the design, manufacturing, integration, and testing of up to 221 antenna assemblies. Awarded on a sole source basis, this contract is justified under statutory authority because Cobham is the sole responsible source with unique expertise, being the original designer and manufacturer of the LBT and its antenna, and other sources would lead to substantial duplication of cost or unacceptable delays. The anticipated contract term includes a base period plus two option years and is not subject to commercial acquisition regulations under FAR Part 12. The work will be performed in Lansdale, Pennsylvania, where Cobham is located, with oversight by the Naval Air Warfare Center Air Division in Patuxent River, Maryland. Expressions of interest for subcontracting opportunities are invited and can be directed to Cobham’s representative. This contract focuses on sustaining and improving a critical component of the AN/ALQ-99 system, ensuring continued operational effectiveness of this specialized military equipment.

General Info

Full Description

The Naval Air Systems Command intends to award a Firm Fixed Price contract to Cobham Advanced Electronic Solutions, Inc., 305 Richardson Road, Lansdale, Pennsylvania. This award will be on a sole source basis. This contract will implement an engineering change developed under a previous contract to modify the existing Vertical Polarized (VPoL) Antenna Assembly to the AN/ALQ-99 Low Band Transmitter (LBT). The proposed contract will require the implementation of an engineering change to modify the existing LBT system to improve performance and increase reliability of the highly specialized VPoL Antenna System currently in use and will include the design, manufacture, integration, and testing of up to 221 VPoL Antenna Assemblies. The statutory authority permitting other than full and open competition is 10 U.S.C. - 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1: "Only one responsible source and no other supplies or services will satisfy agency requirements," and more specifically 10 U.S.C. - 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(ii): "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered in competition; or (B) Unacceptable delays in fulfilling the agency's requirements." As the sole system designer, developer, integrator and manufacturer of the LBT, Cobham has unique expertise regarding the design, engineering and performance details of the LBT and VPoL Antenna that are necessary to modify the VPoL and successfully integrate it into the existing LBT Transmitter and AN/ALQ-99 system. The term of the contract is expected to a base plus two option years. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only. Expressions of interest in subcontracting shall be addressed to Rebecca Hettel of Cobham at +1 (555) 000-0000.
