The Royal Canadian Mounted Police (RCMP) is seeking to establish a National Individual Standing Offer (NISO) for low bandwidth mesh communication devices with integrated satellite connectivity, designed to function reliably in remote, harsh, and mountainous regions across Canada where cellular coverage is limited or unavailable. The solution must deliver core capabilities including location tracking, messaging, and essential data services to ensure operational effectiveness for users under challenging conditions. The required devices must be all-in-one units combining satellite communication via Iridium, GPS, and mesh networking in a single form factor without external antennas or batteries, compatible with Android 12 and higher, and fully interoperable with the Android Team Awareness Kit (Civ-TAK/ATAK) version 5.0 and above, including a commercially available and approved ATAK plugin from TAK.GOV and the Google Play Store. The hardware must also support Bluetooth and USB-C connectivity with RCMP-issued devices like Samsung S21 through S25, Galaxy Fold 6, XCover 6 Pro and 7 Pro, and Motorola Lex L11. The offering must include an on-premise server management suite and software that can be hosted locally, with full compliance with the Supply Chain Integrity (SCI) process and adherence to security requirements outlined in Annex C. The standing offer is structured for an initial term of three years with two optional one-year extensions, allowing for future procurement flexibility. Delivery under any call-up must be completed within 30 calendar days of issuance, with shipments governed by DDP Incoterms 2020 to specified locations in Surrey, Ottawa, and Winnipeg, among others. Pricing is detailed across five tables for base and option years, covering devices with perpetual licenses, initial software deployment, annual server maintenance, extended warranties of one, two, and three years, battery replacement services, and engineering support. Offers must be submitted electronically in three separate PDF sections—technical, financial, and certifications—with a maximum total email size of 5 MB; zip files, links, and fax submissions are prohibited. The evaluation is strictly lowest-priced compliant, with all mandatory technical criteria as defined by “must” or “mandatory” language serving as pass/fail gates. Non-compliance with SCI requirements, failure to submit required certifications (including the Ineligibility and Suspension Policy affirmation, Integrity Declaration Form if applicable, and Certificate of Independent Offer Determination), or incomplete substantiation results in disqualification. Suppliers must comply with the Government of Canada’s Green Procurement Policy by using reusable, recyclable, or return
