Cavity Backed Spiral Antennas

The Department of National Defence is soliciting two cavity backed spiral antenna sets for use at the Ottawa Research Centre under solicitation W6369-26-X005, with a submission deadline of May 14, 2026. The requirement calls for one set of eight antenna elements operating from 2 to 18 GHz (four left-hand circularly polarized and four right-hand circularly polarized), and one set of thirty-two elements operating from 8 to 18 GHz (sixteen of each polarization), each meeting strict technical criteria including return loss below -9 dB, beamwidths of at least 90 degrees at 8 GHz and 43 degrees at 18 GHz, maximum continuous power of 5 watts, impedance of 50 ohms, SMA female connectors flat-mounted at the middle-back of the cavity, and overall cavity diameters not exceeding 55 mm and 25 mm respectively. Each antenna must weigh no more than 130 grams, be clearly labeled with polarization and part number, and conform to specified gain and ellipticity values outlined in Appendices A and B. Deliverables include the physical antenna sets along with measured return loss data in Excel format and detailed 3D drawings in STP or AutoCAD 2019 format, all to be submitted electronically. The contract, if awarded, will have a twelve-month period beginning on the award date, with all items required to be ready for shipment within ninety days of award under FCA Incoterms 2020 at a location to be designated in the final contract. The award will follow a Lowest Price Technically Acceptable methodology, where only fully compliant offers will be competitively evaluated on price, with any failure to meet a single technical requirement resulting in automatic disqualification. Packaging must adhere to environmentally preferable standards, prioritizing reusable, returnable, or recyclable materials, with exemptions for specialized cases such as hazardous materials. Each antenna must be permanently marked with the manufacturer's name and part number, and each shipment must be labeled with the manufacturer’s number, specification number, and consignee information, with Transportation Control Numbers applied per DND instructions. No barcoding is mandated, and no military standards are referenced.
