NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval Research Laboratory (NRL) intends to award a contract on the basis of other than full-and-open competition to SRI International, Menlo Park, CA, for continuation and consolidation of research, experimentation and engineering efforts into low frequency high power satellite calibration using the 150-foot antenna system located at Stanford University. Though NRL owns the antenna system and corresponding hardware, SRI International has a long-term contract/lease agreement with Stanford University for use of the property on which the antenna facility is located. The contractor shall provide all personnel, facilities, materials and services to conduct experiments for: (a) generation of highly precise pulses to be transmitted from the antenna system, (b) transforming generated pulses into RF energy to be transmitted from the antenna dish in support of atmospheric research and satellite calibration, and (c) analysis and signal development that will result in generation of RF energy, which will be collected and analyzed by DOD spacecraft and aircraft for space research. The intent of these experiments is to produce RF energy at low frequency and high power to be collected by various DoD platforms. The contractor shall precisely target narrow-beam high-power generated RF signals to centimeter-sized targets in a manner that assures zero-percent signal spillage to other vehicles in proximity to the target. The anticipated award will be a follow-on contract for the continued provision of highly specialized research and development efforts. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, responsible sources may identify their interest and submit a capability statement, which shall be considered by the agency. Any response must clearly show the firm's ability to meet the stated requirements at the required antenna site within 15 days after publication of this synopsis. Responses received after 15 days or without the required documentation will be determined non-responsive to the synopsis, and will not be considered. Any capabilities, comments, questions, or concerns regarding this notice shall be submitted in writing via e-mail to contact@example.gov. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
