The Naval Air Systems Command plans to award a sole-source delivery order to BAE Systems for the production, engineering, and logistics support of Low Probability of Intercept Radar Altimeters, specifically to maintain and sustain systems currently integrated on military aircraft. BAE Systems is the original developer and manufacturer with exclusive data rights, making it the only entity capable of meeting the technical requirements, including adherence to existing waveforms, RF characteristics, interfaces, and compatibility with installed antennas. The contract requires the contractor to deliver fully functional LPIA units and provide ongoing production, repair, and technical support, ensuring continued operational readiness of platform-mounted systems. This procurement is being conducted under authority 10 U.S.C. 3204(a)(1) and FAR Part 6.103-1, as no other source possesses the necessary proprietary technology, documentation, or manufacturing capability to fulfill the government’s needs. While this is a presolicitation notice and not a formal request for proposals, responsible sources may submit capability statements by the deadline of May 21, 2026, for the agency’s consideration, though no award will be made based solely on these submissions. The office of primary contact is located at Patuxent River, Maryland, with performance occurring in Wayne, New Jersey, and all subcontracting inquiries must be directed through BAE Systems directly.
