LOWER ESOPUS CREEK FLOOD STUDY

Ulster County is soliciting proposals from qualified engineering consulting firms to conduct a comprehensive update of base flood elevations for the lower portion of the Esopus Creek. The project covers approximately 32 linear stream miles from the Ashokan Reservoir to the Hudson River, encompassing an estimated 230 square miles. The scope of work includes surveying, terrain development, hydrologic and hydraulic modeling using HEC-HMS and HEC-RAS, floodway analysis, and floodplain mapping. Key deliverables include revised Special Flood Hazard Areas, updates to up to 12 Flood Insurance Rate Map panels, and the creation of FEMA database products. All work must adhere to FEMA standards and be subject to review and comments from NYCDEP and NYSDEC. The contract has a performance period of 12 months. Proposals are due by October 16, 2026, and must be submitted in a sealed opaque envelope containing an unbound original, one photocopy, and an electronic copy on a CD or thumb drive. Evaluation is based on a weighted system: 45 points for the overall service plan, 45 points for qualifications and experience, and 10 points for the fee proposal. Preferred firms will have significant experience in FEMA floodplain modeling, particularly downstream of reservoirs or dams. Selected firms must comply with New York State labor laws, including prevailing wage requirements, and meet specific NYCDEP intergovernmental agreement provisions. Payment is processed monthly with a 60-day remittance period following approval by the Department Head and County Comptroller.
