This notice pertains to a presolicitation for preservation work on the USS NEW ORLEANS (LPD-18), specifically targeting the deck inside coaming for the ASW duplex strainer and the deck inside coaming for LPAC No. 2, located in Auxiliary Machinery Room No. 2 (7-80-0-E) on the upper level, covering approximately 10 square feet of surface area. The work involves surface preparation to SSPC-SP-11 and SSPC-SP-3 standards, installation and connection of LPAC systems, dehydrators, and associated piping, including proper bonding, grounding, and cable installation per specified sections, with mandatory operational pressure testing of all new equipment and verification of leak-free seals, correct rotation, and system integrity. All work must comply with technical standards including the Corrosion Control Assessment and Maintenance Manual, NSTM Chapter 100, and referenced diagrams and ship alteration documents, and requires submission of a Deck Drain Report and a Marine Chemist certificate upon completion. The solicitation is restricted solely to Master Ship Repair Agreement and Agreement for Boat Repair holders physically located in Japan, with eligibility contingent upon demonstrable authorization to legally operate and conduct business within Japan at the time of proposal submission, in accordance with DFARS 225.1103(3).
