The Little Rock School District invites your proposal to provide REDISTRICTING/REZONING MAPS for its Board of Education. By law (A.C.A. 6-13-608), the political subdivisions of the State are required to review the boundary lines of various electoral districts after each decennial census. This ensures the citizens of the jurisdiction are equally represented by their elected officials. This process is widely known as redistricting. The purpose of this document is to outline the deliverables and specifications for the delivery of services, and Geographic Information Systems (GIS) data, maps, reports, and written descriptions of the electoral district territory to assist in redistricting the various electoral districts. These may include Justice of the Peace Districts, City Wards, and Public School Board of Directors Zones. The process of establishing new districts or updating boundary lines is subject to certain constitutional and statutory requirements. It is the responsibility of the contractor to become familiar with and adhere to these requirements. The complete request for proposal documents are available online at https://lrsd.ionwave.net. Interested bidders must register at this site to download forms and submit a proposal electronically. This is the REQUIRED method of submission. Any questions regarding this RFP are to be submitted in writing via Ion Wave under the questions tab by the deadline, June 5, 2025, 12 pm. All questions received and the corresponding answers will be posted publicly for all vendors. No verbal responses will be provided. ISSUING OFFICE This solicitation is issued by the Procurement Department, Little Rock School District. The Procurement Department is the sole point of contact between the bidder and the District on matters about the award of any contract resulting from this invitation. Questions relating to this invitation should be submitted under the questions tab before the question deadline. Bidders under no circumstances shall contact any other Little Rock School District administrators or staff at any time during this procurement process. Any contact with Little Rock School District administrators or staff could result in your bid being disqualified. EVALUATION CRITERIA AND AWARD The contract will be awarded to the contractor who submits the most responsible, responsive offer complying with the instructions specified within. The Owner reserves the right to reject any or all proposals or to waive any formalities or technicalities in any proposal should such be deemed to be in the best interest of the Owner. The proposed costs, fees, or expenses will weigh heavily in the award of any resulting contract but will not necessarily be the determining factor.
