The contract solicitation is for the USS PATRIOT (MCM-7) Chain Stopper Assembly load test, issued by the Navsup Fleet Logistics Center Yokosuka under the Department of Defense. Responses must be submitted by May 15, 2026, with the place of performance designated as Sasebo, Nagasaki, Japan. The solicitation requires offerors to hold an active U.S. Navy MSRA (Master Ship Repair Agreement) or ABR (Authorized Boat Repair) Agreement specifically for the Japan Region. If an offeror does not currently possess such an agreement, they must include an approved and active agreement as a prime contractor with their proposal package. The solicitation is limited to entities authorized to operate and conduct business in Japan, complying with DFARS 252.225-7042 regulations. Offerors located outside Japan must provide clear documentation demonstrating their compliance with the regulatory requirements to be considered eligible. Failure to prove compliance or lack of an active MSRA/ABR agreement will disqualify an offeror from receiving an award. Furthermore, any awarded contractor without an existing agreement must agree to execute a master agreement for the Japan Region before job order award. This ensures that all contractors meet the necessary operational and compliance standards required by the U.S. Navy for services conducted within Japan. The primary contacts for this solicitation are Charist Flores and Yuki Takemori, available for inquiries related to the contract.
