The U.S. Southern Command (USSOUTHCOM) is seeking an increase in the level of effort for mission-oriented business process support to maintain the Joint Operations Center (JOC) and Crisis Action Center (CAC). This support is critical for ensuring 24/7 situational awareness during real-world contingencies and exercises by fusing data from the Global Command and Control System-Joint, Agile Client, and Joint Command and Control Common User Interface, among other internal and external sources. The contractor is responsible for developing and executing tactics, techniques, and procedures to integrate these systems with standard operating procedures, concepts of operations, and concepts of employment to support the Commander's decision-making process. This requirement is being fulfilled through a sole-source level of effort increase awarded to Lukos, LLC under the GSA OASIS 8(a) Pool 1 contract, specifically via Modification No. 004 to Task Order 47QFAE20F0020. The action provides an additional 137,136.29 dollars in funding across Option Periods 2, 3, and 4. The justification for this sole-source award is based on the incumbent's specialized technical knowledge and existing facility access, as a change in vendors would result in unacceptable delays and degradation of mission capabilities. The work is performed in Tampa, Florida, under NAICS code 541330.
