REQUEST FOR QUALIFICATIONS (RFQ) NO. 2026-001 PROFESSIONAL ENGINEERING SERVICES

The City of Okeechobee, Florida, is seeking highly qualified, State of Florida licensed Civil Engineers to provide professional engineering services on an as-needed basis. This solicitation, RFQ-2026-001, is conducted in compliance with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.055. The selected professional or firm will enter into a basic agreement for an initial term not to exceed three years, with the possibility of two additional three-year renewals. Services include the preparation of construction documents, cost estimates, record drawings, and construction inspection services. Selection is based on qualifications, with a primary focus on at least five years of relevant experience in professional engineering concepts and the ability to work within the City's budget and time constraints. An evaluation committee of at least three City employees will review submittals and provide recommendations to the City Council for final selection. Respondents must submit one original and six copies of their proposal, along with a PDF version on a flash drive, by November 30, 2026, at 3:00 PM EST. Required documentation includes a transmittal letter, qualification information via Standard Form 330 or 254/255, resumes for up to three key employees, and various certifications including anti-collusion, conflict of interest, and MBE status statements. The retained firm must maintain comprehensive insurance coverages, including Professional Liability and Errors and Omissions insurance of 1,000,000 dollars aggregate, and Comprehensive General Liability of 1,000,000 dollars per occurrence.
