This contract solicitation is for a long-term Indefinite Quantity Contract (IQC) with the Defense Logistics Agency (DLA) Land and Maritime, focused on procuring critical defense components: a handle and firing mechanism (NSN 1010010432050) and an electrical plug connector (NSN 5935014724488). The contract spans three base years with two option years, for a maximum of five years, and is set aside entirely for small businesses with a size standard of 1,000 employees. Annual estimated quantities are 38 units for the handle and firing mechanism and 504 units for the connector, with deliveries scheduled 180 days and 130 days respectively after First Article Testing (FAT) approval to various DLA stock locations. Production must comply with specific technical drawings and quality standards, with inspections conducted by the Defense Contract Management Agency (DCMA) Quality Assurance Representatives at the manufacturer's site. Both items are designated defense articles subject to stringent export controls under ITAR and the Arms Export Control Act, and contractors must have appropriate certifications, including the U.S./Canada Joint Certification Program (JCP), to access controlled technical data. The solicitation emphasizes that award decisions will consider price, delivery, past performance, and other evaluation criteria, rather than price alone. Interested offerors are reminded that export-controlled technical data cannot be shared with foreign nationals without prior governmental approval, and they must complete required training and questionnaires to gain access to such data. The solicitation will be posted on DIBBS around August 23, 2024, and all responsible small business sources are encouraged to submit offers before the closing date. The procurement will not utilize commercial item acquisition policies under FAR Part 12 and invites potential suppliers to contact the contracting officer if they can meet the government requirements with commercial items. Detailed specifications, standards, and drawings will be accessible through official government sources specified in the solicitation.
