LuciadMap Software Licenses

This is a non-competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-12-Q-80022 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-55, effective January 3, 2012. The NAICS Code is 423430 and the Small Business size standard is 100 Employees. The Government intends to award a Firm Fixed-Price Purchase Order on a non-competitive basis to LuciadMap, to purchase Luciad Map development and runtime licenses. The government intends to purchase these licenses in accordance with the Statement of Work below. The period of performance is for one year from date of award. STATEMENT OF WORK (Begin) BACKGROUND The Volpe Center requires the LuciadMAP software product and its associated suite of capabilities. LuciadMAP is a Geospatial Information System (GIS) platform which allows for rapid prototyping of applications used for temporally and spatially indexing essential data elements and other aviation information. The Volpe Center is supporting the Federal Aviation Administration (FAA) on a multi-year effort called the National Airspace System (NAS) Common Reference (NCR), and is currently utilizing a borrowed LuciadMAP license to perform any functional enhancements or required upgrades. In order to best provide further support in facilitating future NCR program goals, it is vital that the Volpe Center acquires the necessary licenses and maintenance/support for LuciadMAP for in-house usage. The following list details the required specifications of the LuciadMAP suite. For each of the licenses listed, the Government will provision of 1 year of maintenance support, which would include ad-hoc service support as well as any required updates/enhancements to the software platform. 1. LuciadMAP - Developer Software License and Components - Allows the user to develop/enhance software platform in support of constructing and running demonstrations to leverage project goals a. LuciadMAP - Run Time Software License - Allows the user to run the LuciadMAP program and associated components on any device outside of the development platform; this is necessary for conducting and visualizing demonstrations at off-site locations (e.g., FAA Headquarters) where the full suite of LuciadMAP components and scenarios isn't readily accessible.
