Sealed Bids for Luzerne County - Crestwood Industrial Park – Drainage Improvements project will be received online via the PennBid Program by Luzerne County until Wednesday, July 15, 2026, at 10:30 AM (prevailing time). Bids will be publicly announced in the Luzerne County Purchasing Department, 20 North Pennsylvania Avenue, Wilkes-Barre, PA 18711 on July 16, 2026, at 2:00 PM. Bid results will be made available thereafter online at http://PennBid.bonfirehub.com.
The project includes drainage maintenance and improvements to Crestwood Industrial Park including pipe replacement, new endwalls/end sections, shoulder cutbacks, new guide rail, erosion control measures, swale grading, shoulder stabilization, pavement restoration and line painting. The items of work for the contract are identified more specifically in the Bid Form, Contract Specifications and Contract Documents.
All Bidding Documents are available at no cost at http://PennBid.bonfirehub.com. A satisfactory Bid Bond executed by the Bidder and acceptable surety in the amount of 10% of the Total Bid of construction shall be submitted with each bid. The SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bond, each in the amount of 100% of the Contract Price with a corporate surety approved by the Owner. Bidder must be PennDOT prequalified as a Prime Contractor as specified in section 102.01, of Publication 408. A prequalification certification and applicable capacity rating assigned by the prequalification office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. Bidders are advised that Davis Bacon Wage Rates must be paid to workers employed on this project and are incorporated into the contract documents. These wage rate requirements are applicable to this contract for the entire duration of the project. The Bidder, in accordance with the President's Executive Order 11246, will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services.
This bid is for a public works contract, and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form. The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding for the best interest of the owner. Bids may be held by the Owner for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.
