The Department of Health and Human Services, National Institutes of Health (NIH), recently completed a streamlined competition for Training Education, Employee, and Professional Development Training services as part of Reference Number N05GR07. This study, conducted under OMB Circular A-76 procedures, evaluated various activities including training needs assessments, recommendations for training topics and audiences, and development or modification of course materials. The certification of the streamlined competition form on August 10, 2005, marked the official completion of this review process. Following the results, it was determined that the performance of these training-related functions will continue to be carried out in-house rather than outsourced. Consequently, the Contracting Officer is set to execute a Letter of Obligation with the senior manager responsible for these duties. This decision aligns with the revised OMB Circular A-76 effective May 29, 2003, which specifies that no challenges can be made regarding any aspect of this streamlined competition. The contracting officer overseeing the process is Lisa Schneider, who can be contacted for further details.
