The General Services Administration’s Public Buildings Services office in Boston, Massachusetts plans to issue a sole source contract modification to extend the existing Commercial Facility Management Services (CFM) contract for the John J. Moakley U.S. Courthouse. This extension will cover a four-month period from April 1, 2008, through July 31, 2008, ensuring continuity of critical facility management services while the follow-on contract proposals are being evaluated. The extension is necessary due to the complexity and multidisciplinary nature of the services required, which has delayed the award process beyond the original contract expiration date of March 31, 2008. Under this extension, the contractor will continue to provide comprehensive facility management including building management, operations, maintenance of mechanical systems, janitorial services, elevator and snow removal, energy and utility management, parking and loading dock operations, and overall quality control and engineering for the courthouse and its grounds. The incumbent, who has performed these services since 1997 and holds current security clearances, is uniquely qualified, minimizing risk and disruption. This sole source extension is justified under the statutory authority permitting noncompetitive awards when only one responsible source exists, and it is critical to avoid a lapse in essential building services for federal agencies in the New England region. Although this is not a solicitation, other firms may submit notifications of interest by the specified deadline for government consideration.
