This Presolicitation Notice is issued as a 100% small business set-aside. Service-disabled Veteran Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) are encouraged to submit offers. In an effort to achieve socioeconomic small business goals, offerors will be evaluated based on their SDVOSB and VOSB status and their proposed use of eligible SDVOSB and VOSB as subcontractors. The National Cemetery Administration (NCA) requires the services of a contractor to assist in the operation of their sewage disposal treatment system. Contractor shall provide the required licensed sewage disposal treatment system Operator for assistance in the operation of the National Cemetery of the Alleghenies subsurface sewage disposal treatment system. Contractor Operator responsibilities include, but not limited to, the taking and testing of water samples to meet the Pennsylvania Department of Environmental Protection (DEP) requirements and the performance of ordinary Preventive Maintenance. The services to be provided do not include any maintenance of the sewage disposal treatment system other than ordinary preventive maintenance. The period of performance is date of contract award through September 30, 2016, with four (4) one-year option periods (if exercised. The NAICS code is 221320 and Size standard is $7 million.
