The City of Springfield (Owner) is requesting Bids for the construction of the following Project:
School Avenue Streetscape
CDBG-HRP Project #M0056 The City invites interested Contractors to submit bids for its STREETSCAPE project. The proposed work consists of replacement of existing sidewalk along School Avenue from 3rd Street to 11th Street, install landscaping along both sides of School Ave, install irrigation for landscaping, installation of streetlighting, installation of road signage, additional street markings and improve stormwater culvert at School Ave and 8th Street under CDBG-HRP Grant Agreement # M0056.
Plans and specifications may be available beginning on August 03, 2026 at 9:00am and Official Bid Documents are available at Central Bidding https://www.centralauctionhouse.com/login.php
Bids may be submitted either electronically via CENTRAL BIDDING https://www.centralauctionhouse.com/login.php or by paper, sealed and delivered to the City of Springfield, Attention: Teresa Cox, City Clerk, 1121 Transmitter Rd, Panama City, FL 32401. Bids will be received until 2:00pm Central Time, Wednesday September 2, 2026, at City of Springfield City Hall, 1121 Transmitter Rd, Springfield, FL 32401 and will be opened and read publicly at 2:30 pm Central Time immediately thereafter at 408 School Ave, Springfield, FL 32401. All Bids shall be submitted in an envelope clearly marked “Sealed Bid – City of Springfield – “STREETSCAPE” A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City of Springfield (“City”) reserves the right to reject any and all Bids. All Bids shall be firm (including labor and material prices) for a period of 30 days after opening.
The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.
The Project has an expected contract duration of 280 days, with substantial completion 30 days prior.

Pre-Bid Conference
