AI Contract Overview
The U.S. Customs and Border Protection (CBP), under the Department of Homeland Security, is seeking to establish a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the procurement of MILSPEC M4-style AR platform rifles chambered in 5.56x45mm NATO, along with all associated parts, accessories, and armorer training services. The contract will support the replacement and augmentation of existing in-service, reserve, and training rifles while ensuring inventory maintenance, with potential availability to other federal agencies. The estimated contract value is $49,900,000, with a minimum guarantee of $10,000 across all line items listed in Attachment 2 – Price Sheet. The solicitation is a total small business set-aside under FAR 19.5, with NAICS code 332994, and requires full compliance with commercial item acquisition procedures under FAR 52.212-4. Proposals must be structured in two volumes: Volume I for technical evaluation, submitted in a tabbed binder with detailed specifications, warranty documentation, and ISO certification self-certification, and Volume III for price submission, which must be emailed directly to the point of contact with the correct subject line and using the unaltered shaded portion of Attachment 2 – Price Sheet. Reformatting the pricing sheet is strictly prohibited, and unbalanced pricing may lead to rejection under FAR 15.404-6. The evaluation process is structured in phased technical and price assessment, with non-price factors being significantly more important than cost. Phase I requires offerors to pass mandatory gating criteria in Volume I Parts A (disqualification), B (trigger pull/accuracy), and C (user interface assessment), with the top four scoring vendors advancing to Phase II, which includes reliability, durability, and accuracy testing under Part D. A tiebreaker mechanism allows the next two highest-scoring vendors to enter Part D if the top four are disqualified. Evaluation is based on a trade-off analysis to determine best overall value, where superior technical/performance capability is prioritized unless proposals are technically equivalent, in which case evaluated price becomes decisive. Key contract clauses include 52.216-18 and 52.216-19 for ordering and order limitations, 52.244-6 with deviation 25-34 for commercial subcontracting, and 52.225-1 with
