MACH-1 Modernized Agile Construction Horizons

The Modernized Agile Construction Horizons (MACH1) program, managed by the 772nd Enterprise Sourcing Squadron (772 ESS), is an umbrella framework designed to execute innovative and modernized facility construction and repair projects for the Department of the Air Force. Operating under the statutory authority of 10 U.S.C. 2808a(a), the program utilizes Other Transaction Agreements (OTAs) to bypass traditional procurement delays and implement flexible delivery models, such as Industrialized Construction, Owner's Advisor models, and advanced technologies like 3D printing. Because it operates as an OTA, the program is not subject to the constraints of the Federal Acquisition Regulation (FAR), DFARS, or Commercial Solutions Opening requirements. The framework functions as a parent notice where specific opportunities are posted as individual Areas of Interest (AOIs). Interested parties must follow a streamlined three-phase submission process consisting of a Solution Brief, a Pitch, and a Full Proposal. While the umbrella notice provides general guidelines, specific evaluation criteria, deliverables, and weights are detailed in a customized Evaluation Amplification Letter (EAL) for each project. Mandatory requirements for all projects include the validation of fair and reasonable pricing during the final phase, registration in the System for Award Management (SAM), and adherence to unclassified submission standards. Performance standards may include compliance with Unified Facilities Criteria (UFC), Anti-Terrorism/Force Protection requirements, and industry building codes such as IBC and NEC.
