Machinery Ventilation System, Clean AND HVAC Duct System, Clean on vessel at USCG Base Boston, Boston, MA

The United States Coast Guard is seeking qualified small businesses to perform cleaning of the machinery ventilation system and HVAC duct system aboard Coast Guard Boat 1152, located at 427 Commercial Street in Boston, Massachusetts. This procurement is conducted as a local area small business set-aside under FAR 26.2, with the NAICS code 238990 and a small business size standard of $19 million in annual revenue. The work must be performed by a certified member of the National Air Duct Cleaners Association (NADCA) and must strictly comply with NADCA ACR 2021 standards, along with OSHA safety protocols including hazard communication, lockout/tagout, respirator protection, confined space procedures, and the use of appropriate personal protective equipment. The contractor must maintain commercial general liability insurance of $2 million aggregate and excess liability coverage of $5 million aggregate, as well as workers’ compensation at statutory limits. Performance will occur aboard the vessel during scheduled working hours of 6:00 a.m. to 2:30 p.m., and all work must be conducted in unoccupied areas. Workers will be escorted on base and required to present a passport or Real ID for access. The contract requires the delivery of before and after photographs documenting the cleaning results and all services must be performed with a warranty that they are free from defects in workmanship and conform to contract requirements. The award will be made on a firm-fixed-price basis using a best value tradeoff process, where technical experience and relevant experience are more important than price, and the Government may award to a higher-priced offeror if the combination of technical and relevant experience justifies it. Offerors must submit evidence of required and relevant experience, clearly demonstrating similar scope, size, and complexity, along with their UEI and EFT information, and must affirm compliance with federal requirements including prohibitions against contingent fees, internal confidentiality agreements that restrict whistleblowing, and trafficking in persons.
