In this case the basis for the Sole Source to Protonex, LLC. is that in order to perform integration of any other unit into the Fleet's arrays would cost upwards of $1 million in duplicative costs and over 24 months of schedule impact to reach the same stage of qualification that the Protonex, LLC. product has already achieved. The Government is in the process of drafting a performance specification that will be used to solicit the follow-on requirement and will be processed such that it will mitigate the potential future schedule impact that cannot be mitigated here due to fleet demand.
