The City of Fresno is seeking applications from qualified housing development organizations to either build new affordable housing or substantially rehabilitate existing properties within the city limits. Selected developers will be responsible for all phases of development, including property acquisition, entitlement, environmental clearance, securing financing, and construction. To support these efforts, the City offers funding through several federal and state programs totaling up to approximately $8.25 million, comprising HOME Investment Partnerships funding, Community Housing Development Organization funding, and the Permanent Local Housing Allocation. These funds serve as gap financing and are tied to affordability covenants that ensure the housing remains affordable for 30 years in single-family projects and 55 years for multi-family projects. Funding is structured as low-interest loans repayable from property residual receipts or hard debt for multi-family developments, and as interim construction financing that converts to permanent second mortgage assistance for single-family projects. Once projects are selected and approved by the City Council, the City and developers will enter into a formal funding agreement. The solicitation does not require a bid bond and is managed by the Planning & Development Department of the City of Fresno, with a response deadline of August 31, 2026. Interested parties can contact the City’s representative, Corrina Nunez, for additional information.
