AI Contract Overview

The Military Sealift Fleet Support Command intends to award a Firm-Fixed Price contract under solicitation N40443-18-Q-0160 for the inspection and repair of the Main Engine Throttle and propulsion automation systems for the USNS Mercy. The work is scheduled to take place in Oahu, Hawaii, from March 3 to March 6, 2018. The scope of work requires the contractor to provide all necessary labor, materials, and technical assistance to troubleshoot and repair automated throttle controls, followed by the submission of a final report. Contractors must also comply with DBIDS and EPIC security access requirements. The government intends to award this as a sole source contract to Technical Marine Service, INC, citing the company's access to proprietary OEM plans, specifications, and procedures. This procurement is conducted under the authority of FAR 13.106-1(b)(1)(i) and FAR 13.106-3(b)(3)(i) for simplified acquisitions under 150,000 dollars. While the government sought expressions of interest and capability from other parties by February 27, 2018, to determine if the requirement could be competed, the primary justification for the sole source award remains the restrictive rights and specialized technical knowledge required to perform the repairs without detailed design drawings.
