Maintenance and Chemical Testing

FEMA Region 10 is soliciting services for comprehensive water treatment and maintenance at the Federal Regional Center in Bothell, Washington, under solicitation number 70FBR026Q00000022. This is a combined synopsis and solicitation issued under FAR 2025-06, with no separate written solicitation to be issued; all materials, including the Statement of Objective, are available exclusively electronically via SAM.gov. Participation requires an active registration in the System for Award Management (SAM), and quotes from unregistered vendors will be rejected. The scope of work includes routine testing and chemical treatment of both the open-loop cooling tower system and the closed-loop chilled water system, addressing pH levels, conductivity, biological activity, corrosion inhibitors, glycol concentration, scale formation, and fouling. The contractor must provide all labor, materials, chemicals, equipment, tools, personal protective equipment, and transportation, with no government-furnished supplies. Detailed post-visit reports, monthly trend summaries, and an annual program review are required deliverables, all subject to review and acceptance by the government's Contracting Officer’s Representative. An onsite visit is mandatory for all offerors and must be scheduled for June 29, 2026, at 9:00 AM PST, with arrangements required at least 24 hours in advance through Richard Albidress at Richard.Albidress@fema.dhs.gov; alternative arrangements may be considered upon request. Quotes must be submitted via email by the deadline of July 1, 2026, at 6:00 PM PST. The government will evaluate proposals based on best value, with technical approach and prior experience as the most critical factor, followed by management approach and key personnel capability, past performance, and price. The combined weight of the first three technical factors is equal to the weight of price. Contractors must comply with all federal safety regulations, provide a current employee roster, and ensure all tools and equipment are properly labeled and secured. Work hours are restricted to Monday through Friday, 7:00 AM to 4:00 PM, excluding federal holidays, with any deviations requiring 48 hours’ notice. All access to the facility requires a 100% identification check, random searches of toolboxes and machinery, and a minimum one-day advance notice before arrival; failure to comply with any access or safety protocols will result in denial of entry.
