Maintenance and Repair of Wind Profilers and Radiometers Equipment

The Mission Installation Contracting Command at Dugway Proving Ground is conducting market research through a Sources Sought notice to determine the viability of a competitive procurement for the maintenance and repair of Wind Profilers and Radiometer systems at both Dugway Proving Ground and White Sands Missile Range. Although a sole-source award is currently planned, the government is actively soliciting responses from all interested vendors, with a particular emphasis on small businesses within socioeconomic categories such as 8(a), Small Disadvantaged, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Businesses, to inform potential set-aside decisions. The requirement spans a one-year base period with two optional one-year extensions and involves annual preventive maintenance visits as well as unscheduled repairs performed under Time-and-Materials contracting lines, capped by dollar ceilings that require formal modification if exceeded. The contractor must provide all personnel, equipment, materials, and non-personal services necessary to support the FBS-ST and DBS-BL radar wind profilers and MP-3000A microwave radiometers at specified quantities, ensuring systems operate at manufacturer-specified performance levels and deliver documentation, including performance evaluations and trip reports, within ten working days of each site visit in MS Word or Excel format. The contract is governed by FAR, DFARS, and AFARS, with strict compliance required for organizational conflict of interest provisions under FAR Subpart 9.5, quality control standards, and security protocols that hold the contractor responsible for safeguarding government property and equipment. A Quality Assurance Surveillance Plan will be used to evaluate performance, with an Acceptable Quality Level of 100% mandated for all deliverables including documentation and repair quotes. The government expects submission of a detailed capability statement, including prior experience with similar systems, business size and certifications, UEI and CAGE codes, and whether the firm intends to compete as a prime contractor or through subcontracting or teaming arrangements. Key personnel, including those identified by the Meteorology Branch, must be committed to performance, and failure to maintain their involvement may result in proposal rejection. Contractors must also submit hourly rate tables and adhere to Service Contract Reporting requirements via SAM.gov by October 30 annually. All responses are due by May 29, 2026, and must include information on commercial availability and pricing basis to assist in determining the most suitable acquisition strategy.
