Maintenance and Repair Services for Steam and Water Boilers

OC Public Works is soliciting bids for a county-wide contract to provide on-call maintenance, repair, and replacement services for steam and water boilers, hot water heaters, and associated components, including flanged and welded control and isolation valves. The scope includes the installation of all boiler types, ancillary piping, and mechanical supports, as well as water treatment chemical replacement and legal waste disposal. The contractor must provide emergency call-out services from 6:00 pm to 6:00 am daily with a two-hour response time. The total contract value is not to exceed 600,000 dollars, with individual repair and replacement tasks limited to 60,000 dollars. The award is based on the original bid price, with a five percent price preference applied to certified Orange County Local Small Business and Disabled Veteran Business Enterprise bidders, capped at 100,000 dollars. Bidders must submit responses by September 28, 2026, and include a signed Campaign Contribution Disclosure Form to be considered responsive. Required certifications include a valid UEI and D-U-N-S number, active registration with the California Secretary of State and the Department of Justice, and good standing with the Department of Industrial Relations. The contract requires the provision of both a Faithful Performance Bond and a Labor and Material Payment Bond. All workers must be paid prevailing wages, and contractors must submit an Injury and Illness Prevention Program and comply with OSHA and California Industrial Safety Act standards. Payment is net thirty days after the receipt of invoices submitted in arrears. Work is subject to inspection and approval by the County Contract Manager at each facility prior to payment.
