The U.S. Army Corps of Engineers, New England District, is preparing to issue an Invitation for Bids for maintenance and repair work on the East Jetty at Green Harbor, Marshfield, Massachusetts, as part of the Federal Navigation Project. This project, set aside exclusively for small businesses under NAICS code 237990, involves repairing a 150-foot section of the jetty damaged by Winter Storm Juno and subsequent storms. The repairs will require approximately 1,200 tons of new armor stones, ranging from 4 to 7 tons each, to restore the landward portion of the jetty. The scope of work includes excavation, removal, stockpiling, installation, and reworking of the existing armor stones, as well as the acquisition and placement of new armor stones, which must be properly interlocked and conform to specific design tolerances. The stone placement and excavation can be performed from either land or water, though delivery of new stones must be conducted via waterborne equipment. The contract incorporates a Definitive Responsibility Criterion (DRC), requiring bidders to demonstrate experience with at least two similar projects completed within the last six years, involving placement and interlocking of stones of 7 tons or larger in a tidal marine environment with coordination around tide cycles. The estimated construction cost is between $1 million and $5 million. The solicitation documents and submission instructions will be released around October 3, 2017, available exclusively online through the Federal Business Opportunities website. No hard copies will be distributed, and any updates or amendments will also be posted there. The contracting office can be contacted through Elizabeth K. Glasgow for further inquiries. This procurement invites bids from all responsible small business offerors to participate in this important coastal infrastructure repair.
