Maintenance Business System Modernization (MABSM) Bridge Efforts

The Maintenance Business System Modernization (MABSM) Bridge Effort is a sole-source, firm-fixed-price acquisition under GSA MAS Contract 47QTCA22D004W, awarded exclusively to Systems Implementers (SI) to maintain and modernize critical defense systems through four core task orders—Hub Sustainment, AMARG Implementation, Aircraft Module Sustainment, and CEMP Sustainment—along with a capped special projects CLIN for emergent enhancements. The effort serves as a temporary bridge between the expiring FA8224-19-D-A003 IDIQ contract and a future competitive procurement, with performance beginning on July 10, 2026, and concluding no later than January 9, 2029. Each task order includes a base year, one option year, and a six-month option period, with the AMARG Implementation task order ending earlier in January 2028. The government, through the Air Force Sustainment Center at Hill Air Force Base, Utah, retains ownership of the MABSM application and all data, and requires 95% system availability for core modules, 100% accountability of Nuclear Weapons-Related Material within 24 hours, and the highest code quality with minimal duplication to ensure mission-critical operational continuity. The award is justified under FAR 8.405-6 and GSAR 538.7104-3 due to SI’s unique, irreplaceable knowledge of the proprietary system’s architecture, codebase, and historical performance, with no other entity capable of sustaining the system without unacceptable risk. Special projects are limited to a total ceiling of $6,615,821.77 and must be completed within 30 to 60 days of initiation, with strict prohibitions against using these funds to cover baseline overruns. Funding is sourced from the Consolidated Sustainment Activity Group – Maintenance (CSAG-M), and while no specific pricing for individual line items is disclosed, all work is strictly performance-based under the FFP model. An inherent organizational conflict of interest exists because SI is the sole developer and sustainer of MABSM, but this is accepted as unavoidable under the emergency bridge rationale.
