The Maintenance Business System Modernization (MABSM) Bridge Efforts contract serves as a critical transition mechanism to maintain uninterrupted sustainment and modernization of the MABSM application, a core depot-level system managing aircraft maintenance, parts, nuclear weapons-related materials, and financial data, until a future competitive acquisition can be conducted. This effort is executed through four firm-fixed-price task orders awarded under the GSA Multiple Award Schedule 47QTCA22D004W, held exclusively by Systems Implementers (CAGE: 1FNW9), who are the only entity with the proprietary knowledge and historical expertise necessary to sustain the system without risk of capability loss. The task orders cover MABSM Hub Sustainment, full implementation at the Aerospace Maintenance and Regeneration Group, Aircraft Module sustainment, and CEMP Module sustainment, each with a base year, one optional year, and a six-month extension period, with a total performance period extending from 10 July 2026 through 9 January 2029. The Government retains ownership of all system data and code, and the contractor’s role is strictly limited to technical implementation and sustainment, with no authority to accept deliverables or make independent operational decisions. The contract places paramount importance on system availability, requiring at least 95% uptime for the Aircraft and CEMP modules, along with continuous 24-hour accountability of nuclear weapons-related materials and seamless integration with legacy systems. Code quality is strictly enforced, with expectations that the system maintains the highest level of modularity and lowest duplication of any comparable application. Special projects, funded up to a ceiling of $6,615,821.77, are authorized to address emergent needs such as AI integration, wireless capabilities, or interface improvements, but must conclude by the end of the performance period. The award is based on best value, not lowest price, with technical excellence in system performance, unique MABSM experience, and knowledge transfer capability carrying substantial weight. The contracting office, located at Hill Air Force Base, Utah, manages all administration, and funding is drawn from the Consolidated Sustainment Activity Group – Maintenance (CSAG-M) account. No formal evaluation weights, payment offices, invoicing systems, or packaging requirements are specified, underscoring the focus on technical continuity rather than logistical or procedural detail.
