8(a) IDIQ Basic Award for DB & DBB Construction

The contract involves maintenance dredging of approximately 150,000 cubic yards of sediment from the west side berthing area of Pier 4 at the Philadelphia Navy Yard Annex, supporting the safe mooring and decommissioning of Naval vessels. Dredging depths range from -37' to -39' MLLW for the first 250 feet and -28' to -30' MLLW for the next 150 feet extending from Pier 4's west side. Sediment removal will be carried out using a sealed environmental clamshell bucket, with disposal options at either the Weeks Marine Whites Rehandling Basin in New Jersey or the Waste Management Corporation’s Biles Island facility in Pennsylvania. Work is scheduled to proceed continuously at a minimum production rate of 5,000 cubic yards per day, requiring the contractor to provide all necessary labor, materials, equipment, supervision, and related services. This procurement, managed by NAVFAC Mid-Atlantic and conducted under the NAICS code 237990, is a full and open competition using sealed bid procedures. The estimated value for all task orders over one year is up to $15 million, with individual projects ranging from around $5 to $10 million. Though the contract was initially assessed for small business participation, it was determined that qualified small businesses are unlikely to fulfill the solicitation requirements, leading to an unrestricted competition. Bidders must submit a bid bond of at least 20% of their proposed price but not exceeding $2 million.
